The Public Safety Library mobile application is designed specifically for public safety professionals involved in emergency radio communications at the national, state, and local levels.

This application allows users to effectively store and access vital interoperable communications field operations information directly from their mobile devices. The electronic field operations guides (eFOGs) include comprehensive rules and regulations governing the use of nationwide and other interoperability channels, frequency tables, standard channel names, and additional reference materials. These technical resources are essential for emergency communications planning and serve as valuable tools for radio technicians who maintain radios deployed in disaster response scenarios.

Users can download eFOG app packages from the online Library to their Bookshelf, ensuring streamlined access to relevant public safety communications information pertinent to their region. The application includes a content index featuring reference materials, tables, charts, and maps. Enhanced navigation features facilitate quick access to regional references while enabling users to create customized bookmarks labeled as Favorites for a tailored experience in accessing crucial information about their specific area. Moreover, once the eFOG app package is downloaded to the Bookshelf, it can be utilized as an offline resource in field situations, eliminating reliance on cellular or data connectivity.

The Public Safety Library was developed by the Cybersecurity and Infrastructure Security Agency (CISA) of the Department of Homeland Security (DHS) as part of the Interoperable Communications Technical Assistance Program (ICTAP).
